Vorstudie "Irregular migration in times of global economic crisis - perceptions and realities in Europe, Africa, Latin-America and Asia"

Migration policies are guided more by fears than by facts. Many fears are rooted in economic arguments. In receiving regions, e.g., natives fear that immigrants will take their jobs. In sending regions, there is the fear of losing the migration option and of decreasing remittances due to the economic crisis. The research group seeks to investigate into perceptions and realities in selected migrant-sending and receiving countries. It will compare perceptions and realities as reflected in data, media and public discourses, which are obstructing the creation and sharing of knowledge. With the planning grant, the project team aims at elaborating a comparative theoretical and methodological approach suitable for the study of the perceptions and realities of irregular migration in times of global economic crisis. Reports about the state of art will focus on China, Ecuador, Finland, Germany, Nigeria, Spain and the United Kingdom.

Vorstudie "Contested Norms on the High Seas: Europe as a Global Actor in the Fisheries Sector"

The project addresses the European Union's role as a key player in policy-making to counter the global challenge of fish-stock extinction. On a global scale the EU's fisheries policy scores more as a laggard than a leader, and knowledge transfer between scientific assessments and policy implementation remains a subject of concern. Both observations suggest that communication gaps play a central role for the development of sustainable fisheries policy. The project argues that, beyond compliance with quotas, sustainable fisheries policy would benefit from addressing socio-cultural survival. Given the interdisciplinary research design, preliminary studies are essential to refine case studies and research details, e.g., allowing for conceptual discussion about the shared research design, and specifying targeted research outcomes. The planning activities focus on a workshop in Hamburg and include bilateral meetings among researchers of the project teams.

Vorstudie "Agrifood Crises in the 21st Century: The Sustainability Challenge"

Food insecurity remains a problem for millions of people while its range and consequences have been aggravated by the recent food crisis. Those regions of the globe with sufficient quantity of food, such as the EU, suffer from quality and health concerns. In addition, climate change is threatening agricultural production in many parts of the world, and yet simultaneously fostered by agricultural production and animal husbandry. This project aims to shed light on these challenges for agrifood governance, in particular for the EU and Asia. Specifically, the project will identify the dominant actors and structures shaping the food security in rural areas, sustainable food lifestyles, and the agrifood-climate change interface. The aim of the planning activities is to expand the transdisciplinary group of researchers, to integrate the project team, and to explore the policy field. These activities will fertilize each other due to an institutionalized, frequent exchange of information between project participants and the exploratory research.

Vorstudie "Joint Stakeholders in Global Energy Governance? Prospects for Joint Global Problem-solving between the EU and China"

By providing a trans-regional framework for in-depth collaborative research, the project aims at contributing to the creation of a joint problem-solving capacity between the EU and China in the field of global energy governance. The team will address the governance of global carbon emissions, of global oil markets, and of access to civilian use of nuclear energy. Recommendations for European policymakers will move the debate beyond the narrow Western prism. The preparatory activities will mainly focus on determining a set of common research goals, consolidating the shared empirical basis that will serve as a starting point for collective research actions, and deliberating on the theoretical underpinnings guiding the overall research efforts. These objectives will be achieved through two preparatory workshops, three preliminary background studies as well as a continuous process of exchange and discussion over the course of the planning phase.

Vorbereitung des Jahresgutachtens 2009/2010 zur Integration und Migration

Das unabhängige wissenschaftliche Expertengremium und die ihn unterstützende Geschäftsstelle bereiten seit Anfang 2009 das erste Jahresgutachten des Sachverständigenrats für Integration und Migration vor. Es soll im Frühjahr 2010 erscheinen und Handlungsempfehlungen und Integrationsklima, Rahmenbedingungen und Entwicklungen sowie Partizipationsdimensionen behandeln. Der thematische Schwerpunkt wird auf der beruflichen Bildung und dem Zugang zum Arbeitsmarkt und zur Selbstständigkeit liegen.

The European Union and the Reform of the United Nations

The partner institutes in Kiel and Rome are planning to establish and foster a European network of scholars and practitioners in order to examine the role of the European Union (EU) in the current wider reform process of the United Nations (UN). In this context, the EU's foreign policy concept of "effective multilateralism" could play a decisive role. Looking beyond the EU's rhetoric, the network aims at an assessment of key cases of EU-UN interaction and cooperation with a view on their effectiveness. For this purpose the reform of the Security Council and the cooperation in peace-keeping, peace-enforcement and peace-building will be scrutinized.

Studiengruppe "Orientation of the mental health care system towards the needs of people with a migration background"

The Study Group aims to analyze and improve the German health care system for patients with different ethno-cultural background. Four co-ordinated modules address this problem at different levels: An epidemiological study (1) gathers data on the prevalence and co-morbidity of mental disorders and psychosocial impairments of people with a Turkish migration background living in Berlin and Hamburg. Their mental health resources and barriers to access the care system (2) will be investigated, both qualitatively and quantitatively, in Berlin and Istanbul. Whereas modules 1 and 2 look at the quantitatively most important sample of people with migration background in Germany, modules 3 and 4 are directed at different aspects of "diversity management" in the German health care system. The group will generate quality standards for migrant-sensitive mental health care (3) relying on additional anthropological analysis, and evaluate a staff training program for crosscultural competence (4). Migrant organizations and other stakeholder groups will oversee the entire process and supervise the publication of a toolbox containing recommendations, instruments and best practices.

Das Vorhaben wurde am  09.02.2009 von Essen nach Berlin umgesetzt.

Der Sachverständigenrat deutscher Stiftungen für Integration und Migration geht auf eine Initiative der Stiftung Mercator und der VolkswagenStiftung zurück und wird außerdem von sechs weiteren Stiftungen unterstützt. Das unabhängige wissenschaftliche Expertengremium soll die Politik in Bund, Ländern und Gemeinden sowie die Zivilgesellschaft mit wissenschaftlich fundierten und handlungsorientierten Empfehlungen begleiten.
