Das Vorhaben wurde am 13.08.2009 von München nach Frankfurt am Main umgesetzt.

Im Rahmen des Forschungs- und Ausbildungsprogramms "European Foreign and Security Policy Studies", das gemeinsam mit der Compagnia di San Paolo, Turin, und dem Riksbankens Jubileumsfond, Stockholm, durchgeführt wird, sollen die Sichtbarkeit des Programms sowie der Aufbau und Zusammenhalt des Netzwerks durch eine gemeinsame Webseite verbessert werden. Über die Webseite werden Informationen über das Programm, die beteiligten Stiftungen, die geförderten Personen und ihre Projekte sowie Publikationen und Veranstaltungen zugänglich gemacht.

Perspektiven sozialer Sicherungssysteme. Ein Kommunikations- und Beteiligungsprojekt im Kontext der Bildungsarbeit von Akademien in freier Trägerschaft

In Zusammenarbeit mit den Evangelischen Akademien der Pfalz in Landau und von Sachsen-Anhalt in Wittenberg sollen in einem wissenschaftlich begleiteten Experiment Verfahren zur Politikvermittlung und Bürgerbeteiligung während der Politikformulierung erprobt und bewertet werden. Inhaltlich stehen die Reformbemühungen im gesundheitspolitischen Bereich im Mittelpunkt dieses Pilotprojekts.

Arbeitsaufenthalt von Dr. Silke Bothfeld beim Zentrum für Sozialpolitik der Universität Bremen zum Thema "Die Ökonomisierung der Geschlechterverhältnisse im konservativen Wohlfahrtsstaat"

Die sonst für eine gewerkschaftsnahe Stiftung tätige Politologin Dr. Silke Bothfeld wird an der Universität Bremen die Diskurse konservativer Regierungsparteien Deutschlands und Frankreichs zur Gleichstellungs- und Familienpolitik untersuchen. Wie in anderen EU-Mitgliedsländern und auf der internationalen Ebene treten auch in diesen konservativen Wohlfahrtsstaaten ökonomische Argumente zur Relevanz der Erwerbstätigkeit von Frauen und der frühkindlichen Erziehung und Bildung von Kindern neben die traditionell vorherrschenden Zweifel an einer Vereinbarkeit von Beruf und Familie. Die Untersuchung soll herausfinden,ob sich ein neues "ökonomistisches" Paradigma durchsetzt und ob es sich um rhetorische Anpassung oder um einen politischen Lernprozess im internationalen Kontext handelt.

Arbeitsaufenthalt von Simon Vaut bei der Bundesagentur für Arbeit zum Thema "Zielvereinbarungen in der Arbeitsmarktpolitik"

Ein wesentliches Hemmnis bei der Umsetzung der Arbeitsmarktpolitik wird in deren Steuerung über detaillierte gesetzliche Regelungen gesehen. Nach den Vorschlägen der "Hartz-Kommission" soll die Bundesagentur für Arbeit über Zielvereinbarungen mit der Bundesregierung einen größeren Handlungsspielraum erhalten. Der bei einem außeruniversitären Forschungsinstitut beschäftigte Verwaltungswissenschaftler Simon Vaut wird sich bei der Bundesagentur für Arbeit in Berlin und Nürnberg an der Vorbereitung eines Kontrakts mit der Bundesregierung beteiligen und dessen Implementation im Jahr 2007 begleiten. Dabei wird er seine Erfahrung aus der verwaltungswissenschaftlichen Forschung und Ergebnisse entsprechender Reformen in Österreich einbringen.

Die sonst im Rahmen eines "Innovationsverbunds Ostdeutschlandforschung" am Zentrum Technik und Gesellschaft der TU Berlin forschende Sozialwissenschaftlerin Dr. Ulrike Schumacher wird während ihres Arbeitsaufenthaltes bei einem Träger der freien Jugendhilfe im brandenburgischen Landkreis Märkisch-Oderland an der Anpassung und Erprobung eines in den USA entwickelten Modellansatzes zur partizipativen und selbst organisierten Entwicklung in lokalen Strukturen arbeiten. Der aus den USA stammende Ansatz des "Community Organizing" wird bisher in Deutschland nur vereinzelt in städtischen Gebieten angewandt. Durch den Arbeitsaufenthalt soll herausgefunden werden, inwieweit sich der Ansatz auch für dünn besiedelte ländliche Räume eignet, die bisher vor allem in Ostdeutschland vorkommen.

The European Union as a crisis manager: International security and civil-military concepts from an institutionalist perspective - Stipendium zu Gunsten von Nadia Klein

The linkage of civilian and military means is declared to characterise a distinctive EU crisis management concept. Nadia Klein, a political scientist working on a PhD at the University of Cologne, will analyse the specifics of the civil-military coordination within the EU in Brussels and between the EU and external actors. The implementation in the field will be assessed on the basis of case studies on ESDP operations in Bosnia and Herzegovina and Macedonia. The study will identify policy options for the institutional framework of EU crisis management and explore how far the "brusselised" ESDP adds a new quality to the EU's actorness.

Policing the Balkans: Crime Control and European Foreign and Security Policy - Stipendium zu Gunsten von Cornelius Friesendorf

This project focuses on EU efforts against organized crime in the
Western Balkans. Human trafficking, the illicit drug trade, the black market in small arms, and other illicit activities have a negative impact on the security of current EU member states. In the Western Balkans, crime is a major challenge to peace and democracy. Crime control has therefore evolved into a central component of the EU's Foreign and Security Policy (EFSP) in the region. In this project, Cornelius Friesendorf, who has written his doctorate on United States foreign drug control policies, examines the various obstacles to EU foreign crime control. The project helps to expand the ontology of International Relations and EFSP research. Moreover, it is politically relevant by suggesting ways of improving EU strategies against one of the major problems of the post-Cold War world: organized crime.

"The enlarged Europe" - Russia's cooperation within the ESDP project:a new impetus? - Stipendium zu Gunsten von Dr. Larissa Kuzmicheva

University, wants to analyse the role of the "Visegrad Four" (Poland,Slovakia, Czech Republic, Hungary) in strengthening the security and defence dialogue between the EU and Russia. Perceptions of the EU as an independent security actor and views on security cooperation with Russia in these countries will be studied. The project will also consider the prospects of Russia's association in ESDP procedures of the enlarged EU.

Towards a Common Security Discourse? The Evolution of a Public Sphere in the European Union's Common Foreign and Security Policy - Stipendium zu Gunsten von Martin F. Meyer

Martin Federico Meyer, a political scientist from Germany and working on a PhD at the University of Cambridge in the UK, will analyse the emergence and development of a common public sphere in the EU's foreign policy domain. By means of a longitudinal content analysis of newspaper articles in Germany, Spain and the United Kingdom from 1995 until 2005, the study aims to provide novel insights about the different forms and trends of the Europeanisation process in the foreign policy arena. This will help determine the extent to which the CFSP can be truly called a common foreign and security policy.

Das Vorhaben wurde am 21.12.2007 von Warszawa nach Berlin umgesetzt.

Piotr Buras, a political scientist from Warsaw and finishing a PhD at the University of Wroclaw, will analyse changes of the German foreign policy since the 9/11 terrorist attack on New York and Washington and their impact on the CSFP and its key concept of multilateralism. After 9/11 Germany lost the central position as mediator between the US and France. Her foreign policy had to adapt the vision of a multilateral#Z#
order to the realities of the 21st century and to the role of a self-confident national actor.

Towards a European Security and Military Strategy? Coherence and consequences of the European Union's policies on military crisis management, armaments cooperation and arms control - Stipendium zu Gunsten von Christian Mölling

Political scientist Christian Mölling, research associate at the
Institute for Peace Research and Security Policy in Hamburg and
working on a PhD at the University of Munich, will evaluate to what degree EU "policies of force" can be deemed a part of a European Security and Military Strategy. This evaluation is based on case studies for armaments cooperation and arms control. The degree of Europeanisation, the inner and cross coherence and unintended consequences will be assessed. Based on these findings, policy recommendations will be developed to address potential (unintended) consequences resulting from EU policies.

"Engaging China - Uniting Europe?" The European Foreign and Security Policy Towards China - Stipendium zu Gunsten von May-Britt Stumbaum

May-Britt Stumbaum, a Resident Fellow with the German Council on Foreign Relations (DGAP) and working on a PhD at Free University Berlin, wants to identify reasons for the lack of a coherent European foreign policy towards China. The focus of her study lies on the process of European foreign policy-making in the four issue areas trade, security, development aid and cooperation in interregional respectively international organisations. By using a
two-level-approach, the study investigates the European level and the member states's level, represented by France, Germany, Sweden and the UK.

Beyond Safeguards - Taking advantage of the early warning capabilities of the improved IAEA safeguard system in respect of nuclear programs leading to outbreak capabilities - Stipendium zu Gunsten von Axel Schwanhäußer

Physicist and peace researcher Axel Schwanhäußer, who has finished a PhD in semiconductor physics at Erlangen University, will look into measures, how the EU could improve the fight against proliferation within the ESDP. Besides dedicated nuclear weapon programmes the build-up of nuclear infrastructures, giving a nation the capabilities to potentially produce weapons grade material, is a development of growing concern. With the increasing acceptance of the IAEA's Additional Protocol, the possibilities of early disclosure of such "outbreak capabilities" drastically improve. The study aims at proposals, how the EU could make effective use of this enhanced safeguard system.
