Der sonst in der kirchlichen Akademiearbeit tätige Wirtschafts- und Politikwissenschaftler Dr. Joachim Lange schließt sich in Bremen der Abteilung "Theorie und Verfassung des Wohlfahrtsstaates" an. Für die Arbeitslosen- und Rentenversicherung in Deutschland wird im Vergleich mit dem Vereinigten Königreich untersucht, inwiefern ein Übergang von der Leistungserbringung zur Regulierung durch den Staat erfolgt. Ist dies ein genereller Trend oder nur eine Reaktion auf punktuelle Probleme? Wie kann eine problemadäquate Regulierung gestaltet sein? Die Antworten auf diese und andere Fragen sollen die deutsche Reformdiskussion beleben und die Potentiale und Grenzen einer weiteren Ausdehnung der Regulierungsstaatlichkeit beleuchten.

Der Arzt und Gesundheitswissenschaftler Dr. Schneider bringt seine Erfahrungen aus der universitären Versorgungsforschung in die Arbeit der Patientenbeauftragten ein, die an der Schnittstelle von Politik und Bürgern unabhängige Beratung anbietet. Dort richtet sich seine besondere Aufmerksamkeit auf die Gruppen der alten und hochbetagten Menschen, die häufig von mehreren und chronischen Erkrankungen betroffen sind und deren demographische Bedeutung wächst. Für die Versorgung dieser Gruppen wird eine bessere Patientenorientierung gesucht, die das soziale Umfeld der Betroffenen einbezieht.

Journalistenprogramm Gesellschaftswissenschaften - Journalist in Residence - Qualifizierungsangebot für erfahrene Journalistinnen und Journalisten mit Schwerpunkt Transformation des Sozialstaats

A team of economists, sociologists, political scientists and lawyers from research and university institutes in Darmstadt, Hamburg, Milan, Nuremberg and Oxford will combine econometric analyses of existing data bases with primary qualitative research in Germany and Britain in order to develop proposals for enhancing the economic performance of immigrants and informing public debates on the economic impact of immigration. The study group has two principal aims: (1) to generate original empirical findings on the relationships between diversity, economic performance and regulatory frameworks; and (2) to develop policies to tap the distinctive cultural-human and social capital of immigrants.

A European Security Strategy toward conflicts in sub-Saharan Africa? Assessing the EU conflict prevention and crisis management policies in Congo DRC and Sudan (1993 - 2003) - Stipendium zu Gunsten von Sébastien Loisel

From 1993 on the EU has progressively become a security actor in sub-Saharan Africa. Sébastien Loisel, a PhD candidate and lecturer at Institut d'Études Politiques de Paris, aims at studying the constitution of the EU foreign and security policy toward conflicts in sub-Saharan Africa. He will analyse how the EU has progressively raised African political issues on its foreign policy agenda, acquired targeted institutional capabilities and staff expertise, and improved co-ordination between its various instruments, most notably humanitarian and development aid, trade policy, and CFSP. An in-depth analysis of the EU involvement in the conflicts ravaging Sudan and Congo DRC will provide insights into the impact of the new ESDP capabilities on pre-existing EU conflict prevention strategies.

Informal Directorates and EU Decision-Making: Building or Killing ESDP? - Stipendium zu Gunsten von Bastian Giegerich

Informal directorates (e. g. the Franco-British St. Malo meeting) have played a crucial role in advancing ESDP. As a post-doctoral research associate at the IISS Bastian Giegerich, a political scientist from Germany, will explore this phenomenon further. The concepts of minilateralism and state socialisation provide a framework for his analysis of informal small-group decision-making within the larger context of European foreign policy and emerging structures of security governance in Europe. Two case studies relating to the development of ESDP between 1999 and 2004 will be studied in depth.

Hofmann, a PhD student on leave from Cornell University, addresses the puzzle why European states are investing in CFSP/ESDP although NATO already has been dealing with issues that fall under this mandate. Particular attention will be given to the interaction of domestic and international variables to account for the institution-building in the context of institutional coexistence and interdependence. The question implies an inquiry into whether the EU is distancing itself from the US, if it will challenge the US's prestige and even power or if nothing fundamentally changed since the new institutional constellation.

As research associate of the programme "European Integration" at the Vienna Institute for Advanced Studies, Nicole Alecu de Flers addresses the question whether the Common Foreign and Security Policy (CFSP) of the EU has caused an adaptation of the national foreign policies of Belgium, Ireland and Austria. This project takes up a new approach towards investigating CFSP by assuming that the national foreign policies not only constrain or enable a common European foreign policy but that these national policies themselves are affected by CFSP. It is suggested that not only policy processes and strategies might have changed but that the CFSP has also affected the perceptions of foreign policy challenges and preferences of the EU member states.

Claudia Major, a political scientist from Germany and working on a PhD at the University of Birmingham in the UK, will analyse the emergence and development of distinctive structures of European governance for security and defence policy, alongside a concomitant insistence on the prevalence and primacy of national sovereignty in this area. The reasons behind the French, British and German commitment to ESDP will be analysed as well as how, and to what extent, the three countries have influenced the emergence and the further development of ESDP. The comparison will be based on three cases central to ESDP development: the leadership (institutional) dimension, the functional dimension (Rapid Reaction Force) and the conceptual-doctrinal dimension (European Security Strategy).

Ex(port)Im(port) Monitoring as an Instrument to Control the Spread of Weapons of Mass Destruction - Stipendium zu Gunsten von Gunnar Jeremias

The proliferation of weapons of mass destruction (WMD) is increasingly recognized as a threat to international peace and security by the UN Security Council and by the EU Common Foreign and Security Policy. With regard to verification mechanisms the CFSP criticises that the detectability of the violations is not reinforced well enough by the multilateral treaty regime. Gunnar Jeremias aims at developing a framework for a new non-proliferation element that may supplement the current system of arms control treaties and export control. ExIm Monitoring is based on the idea of being able to reconstruct the way of even small quantaties of sensitive export goods by the use of existing commercial classification and export data systems. Basic features of a monitoring scheme in the biological area will be developed in view of future policy decisions at the EU level.

In order to answer this question the conceptual basis as well as the institutional, military and financial means of EU-NATO cooperation will be considered. The examination of concrete projects will show the level and the limits of autonomy and interdependence.

Institutional Learning and the Foreign Policy Identity of the European Union - Stipendium zu Gunsten von Cornelius Adebahr

Cornelius Adebahr, a PhD student at Free University Berlin, will join the programme group "European Integration" at the Research Centre of the German Council on Foreign Relations (DGAP). For the past 15 years, the European Union has been steering steadily on its path to become a respected player in international politics. Though major operations (as in the Balkans in the 90s) were largely characterised by failure, the EU has stuck to its ambition. In order to explain this puzzling development, theories of institutional learning will be applied to European foreign policy. Three different cases will be examined. The lessons learned by major EU actors would then show the substance of what European foreign policy is about.

The European Union New Neighbourhood Policy and its Implications on European Foreign and Security Policy - Stipendium zu Gunsten von Alessandra Nervi

Italian political scientist Alessandra Nervi returns after a professional career to academia by conducting a PhD project at Trier University. She will describe the EU as developing international actor vis-à-vis the East (Belarus, Ukraine, Moldova and Russia), based on its economic weight and its values. The EU neighbourhood policy is seen as the chance for integrating new members which will adapt or rethink their foreign policy orientation in the "corps spirit". The integrative aspect of EU decision-making - based on constant negotiations and consultation - will be highlighted.

The Europeanization of National Foreign Policies - British, French and German policy towards CFSP since 1999 - Stipendium zu Gunsten von Eva Gross

While finishing her dissertation, Eva Gross, political scientist from Germany, focuses on the integration of European foreign and security policy. Her comparison of British, French and German policies towards CFSP is based on the premise that the importance governments attach to CFSP, and the degree to which national and European interests overlap, are crucial for the success of CFSP. Apart from the national policies towards the development of CFSP since 1991, the project analyses the crisis in Macedonia and the war in Afghanistan with respect to the extent of Europeanisation of foreign policy. Have the events of 9/11 and the US-led war on terror exposed the limits of Europeanisation, or have national commitments to CFSP not fundamentally changed?

The EU as an International Actor in its Eastern Neighbourhood - The Russian Case - Stipendium zu Gunsten von Holger Moroff

Holger Moroff, a part-time lecturer at Jena University, addresses in his postdoctoral project the following question: Why and how is the EU acting in and interacting with third countries on soft security issues in its Eastern neighbourhood in general and Russia in particular? The EU low politics approach through cooperation in fields such as environment, nuclear safety, migration, crime, and corruption reinforces soft security concepts inside the Union and provides a path for altering the Russian approach towards security. Based on an outline of EU thinking on security the project looks at the interaction patterns between the EU and Russia. Finally it will be assessed whether and where the experiences gained within the framework of the Northern dimension can fruitfully be applied to the evolving policies towards the EU's new Eastern neighbourhood.
